Before earning his B.A. in Political Science from California State University (1987) and his Juris Doctor from Golden Gate University School of Law (1992), William Raines worked as a police officer and investigator for the Oakland Police Department in California from 1983 to 1989. Acquiring experience as an evidence technician and field training officer, he was a member of the Crack House Abatement Unit, the Drug Task Force, Background Investigation Unit, and Fugitive Warrant Investigations. Later, he served as a certified legal intern for Alameda County District Attorney’s Office in Oakland, California, preparing and arguing numerous felony probation violation cases. He conducted research and wrote on a many topics for the felony trial staff.

Mr. Raines worked as an Assistant State’s Attorney in the Cook County State’s Attorney’s Office from 1994 to 1995. During that time he conducted prosecutions ranging from DUI offenders to serious felony matters. He conducted preliminary hearings, opposed defense motions, presented bond and probation violation hearings, and authorized police search warrants. He participated in over two hundred bench trials and numerous jury trials.

As Special Counsel for the Fraud Investigations Department of the Fremont Insurance Group in Chicago (1995-2001), he advised the Department on all legal matters including fraud investigation and criminal/civil prosecution. In 2001 he served as Government Affairs Counsel for the National Insurance Crime Bureau in Palos Hills, Illinois, coordinating anti-fraud measures with federal and state agencies.

Mr. Raines has been admitted to the U.S. Supreme Court Bar, the Federal Trial Bar for the Northern District of Illinois, the Federal Bar for the Northern District of California, and the United States Court of Appeals for the Seventh Circuit. He is licensed in Illinois, California, the District of Columbia, Colorado, Wisconsin, New York, Texas, and Florida. In addition, he has also been appointed to organizations such as the Illinois Insurance Fraud Task Force, the Chicago Bar Association Judicial Evaluation Committee, and the US Attorney’s Health Care Fraud Task Force.

Mr. Raines has been an attorney at Shestokas & Raines since 2001, concentrating on criminal, civil, and real estate matters.
